Hezbollah is the strongest armed force in Lebanon, as is evident in Hezbollah’s sustained use of Lebanese territory and state-linked infrastructure to execute armed attacks, and is intertwined with its government, where it occupies a dual role as a political actor within Lebanon, holding seats in parliament and positions of influence within government structures.
For decades, the area south of the Litani River has been used by Hezbollah to develop and entrench its military infrastructure. Hezbollah has also established extensive economic enterprises, cultivated social and political influence within local communities, and reinforced its autonomous role within Lebanon.
Hezbollah’s hybrid status produces a fragmentation of sovereignty in Lebanon. This fragmentation is highlighted by Lebanon’s 2026 negotiations with Israel, contrasted with Hezbollah’s rejection of them and continued armed attacks on Israel.
