Since the 1970s, the EU has been the leading advocate of the establishment of a fully sovereign Palestinian state in eastern Jerusalem, the West Bank, and Gaza as the only possible solution to the Palestinian-Israeli conflict. This policy has failed the test of history. Today, EU policy no longer aligns with the realities on the ground or the EU’s own interests.

Addressing the historical, legal and political dimensions of the “Two-State” policy, this report by The Hague Initiative for International Cooperation (thinc.) provides a thorough reassessment of the EU’s Middle East policies. The Hague Initiative is a global initiative of international lawyers that challenges the use of international law to delegitimize Israel, and promotes the rule of law in international relations.

Andrew Tucker is director of The Hague Initiative for International Cooperation. Tucker studied law in Australia, the UK and The Netherlands, and has worked since 1988 as an adviser and consultant in international and European law. He was a Fellow of the Law Faculty of the University of Melbourne from 1994 to 2001. He served from 2004 to 2018 as Executive Director of Christians for Israel International (C4I), and Legal Counsel to the European Coalition for Israel (ECI).
